Italian democracy - With the reform of the electoral law adopted in late
2005, candidates for the national parliament are
nominated by political parties and are elected in blocked lists
without preference. With this law, on 9 and 10 April 2006, a parliament was elected, that on 10 May 2006 elected as President of
the Republic Giorgio Napolitano and on 19 and 23 May 2006 voted confidence
in the second Prodi government. By the same Act, on 13 and 14 April 2008, a
parliament was elected, that on 14 and 15 May 2008
voted confidence in the fourth Berlusconi government and on 17 and 18
November 2011 voted confidence in the first Monti government. In essence,
an appointed parliament appointed the president of the republic that
appointed the presidents of the council of ministers and voted confidence
